One builder, not four
An estimate, a membership agreement and a site survey are the same thing wearing different clothes: a list of questions, some answered by the record and some by a person, ending in a document somebody signs. Building four separate editors would mean a shop that can customise its estimates but not its agreements, and the only honest answer to why would be that we ran out of time.
